Yearly Commission Meetings
2004 Annual Meeting - Virginia Beach, Virginia
The 2004 Annual Meeting was held at The Founders Inn in Virginia Beach, Virginia from April 25 - 28, 2004. All of the member and associate member states were in attendance except Tennessee and Missouri. Total attendance was approximately 65 persons consisting of IMCC members, other state representatives, federal officials, and industry representatives. The meeting was highlighted by a general session, committee meetings, the annual commission business meeting, two social receptions, and the annual awards banquet.
The meeting began with a welcome from Benny Wampler, Deputy Director of the Virginia Department of Mines, Minerals and Energy, and Louis R. Jones, Vice Mayor of Virginia Beach, which opened the General Session on April 26. Speakers and topics covered during the session included: John H. DeYoung, Jr., Chief Scientist, Mineral Information Team, U.S. Geological Survey: “USGS Minerals Information Responsibilities and Activities – the First 125 Years”; and Richard Davis, Virginia Department of Mines, Minerals and Energy: “Value Added Reclamation Through Partnering”.
IMCC’s Standing Committee meetings commenced in the late morning of April 26 (see Activities of the Standing Committees). A social dinner was held in the evening at Rockafeller’s in Virginia Beach.
The Standing Committee meetings resumed on the morning of April 27 and continued throughout the mid-afternoon. At a banquet that evening, the IMCC presented its 2004 National Reclamation and Mineral Education Awards. (see Awards section later in this report for details.)
The Commission’s annual business meeting was held on April 28. The meeting was chaired by Scott Roberts on behalf of the Compact’s Chairman, Governor Ed Rendell of Pennsylvania. Subjects of action and discussion included: the Executive Director’s Report (see Report of the Executive Director); standing committee reports (see Activities of the Standing Committees); IMCC’s State Program Benchmarking Initiative; COALEX contracts with OSM; future IMCC meetings; and a mining professional needs assessment format preapred by the National Institute for Occupational Safety and Health (NIOSH). In addition, four resolutions were adopted at the meeting and are contained in the Resolutions section of this Annual Report.
2004 Fall Meeting - Oklahoma City, Oklahoma
The Mid-Year Executive Commission Meeting of the IMCC was held in Oklahoma City, Oklahoma at The Waterford Marriott Hotel, November 16-17, 2004. Committee meetings were held on November 16 and 17. The commission’s business meeting was also held on November 17. The business meeting was chaired by Joseph Pizarchik on behalf of the Compact’s Chairman, Governor Ed Rendell of Pennsylvania. Among the topics addressed at the meeting were: an Executive Director’s Report (see Report of the Executive Director); reports from standing committees of the Compact (see Activities of Standing Committees section); election of IMCC officers for 2005; appointment of IMCC committee chairs for 2005; consideration and approval of the State of Utah’s application for associate membership in IMCC; IMCC’s state program benchmarking initiative; a proposed initiative for IMCC to offer states facilitation and dispute resolution services; status of COALEX contracts with OSM; future IMCC meetings; citizen participation guides in states for handling of accidents and other emergencies. In addition, one resolution was adopted at the meeting and is contained in the Resolutions section of this Annual Report.
